What legal assistance and social benefits the state provides to internally displaced persons
Internally displaced persons (IDPs) are people who left their homes to escape from danger but didn't go abroad. These are people who decided to stay in their native country.
IDPs are protected by law and the government. They retain all rights and protection by international human rights law. The right to gratuitous legal assistance and social payments from the state for this category of persons in Ukraine is described below.
To get help, you need to issue an IDP certificate. It is guaranteed for only those persons who have left the territory of the administrative-territorial unit after the declaration of martial law.
These are territories where hostilities are taking place and listed in the list of territories and within which assistance is provided to insured persons under the "Є-Підтримка"(Ye-Pidtrumka — transl. “E-Support”) program.
You can contact the social protection bodies of the population of state administrations, executive bodies of city and district councils, and the authorized person of the community, the center for the provision of administrative services (CPAS) for the certificate.
In addition, citizens can apply through the portal "Дія" (Diya — transl. “Action”).
After the application is registered, the authorized person of the territorial community/CPAU starts an electronic file to add data to the Unified Information Database on IDPs.
According to the law Of Ukraine, IDPs can count on gratuitous secondary legal assistance, namely, protection, ensuring representation of their legitimate interests in courts, other state structures, local authorities before other persons, and drafting legal documents.
By the decree of the Ukrainian government, the rules for assisting the residents of IDPs were adopted. Among other things, it provides compensation for housing and communal services.
Those who have moved from the temporarily occupied Crimea and Sevastopol and administrative-territorial units in which hostilities are taking place have the right to it. Also, single insurance premium payers who are registered in the relevant territory can receive assistance under the program "Є-Підтримка". A government decree approved the list of such territories.
Assistance is paid to each IDP every month from the moment of application for the entire period of martial law and 30 days after it is terminated or cancelled, to the following extent:
Payments are made for a full month, regardless of the date of the request for assistance and the date when martial law will be terminated or lifted.
In addition, it is automatically assigned to persons to whom, at the time of March 1, 2022, monthly targeted assistance to IDPs was transferred to compensate for living expenses, particularly residential housing services, by a government decree.
Material assistance to IDPs who have sent a request for its provision before April 14, 2022, is paid from March 2022.
Assistance is not provided to IDPs registered in this status before February 24, 2022, in regions not added to the list given in the first paragraph of paragraph 2Order. However, this does not apply to persons charged monthly targeted assistance to IDPs to compensate for living expenses, particularly housing services.

Minor children have the right to apply for the appointment of assistance independently. Documents on the enrollment of assistance to a minor child moved unaccompanied by a legal representative may be submitted on his behalf by a relative or stepfather, or stepmother, with whom the child lives.
